- Towards a Green Post-Crisis Economy
The 13.08.2010 Position of Finland in Environmental Technologies.
A discussion paper prepared by Christopher Palmberg (Advansis) & Tuomo Nikulainen (ETLA) and published on the publication series of the Research Institute of the Finnish Economy ETLA.
Climate change is a major global challenge and governments around the world are now promoting environmental technologies to address both climate change and realize new employment and growth opportunities in this rapidly expanding area. Investments have reached unprecedented levels and stimulus packages to tackle the recent economic crisis also contain noticeable commitments to green technologies. Innovation policies are now under pressure to capitalize these investments and define priorities in the application of environmental technologies to both boost competitiveness and eco-innovation. The aim of this paper is to clarify foreseen impacts of growing environmental technology investments, ‘green’ components of economic stimulus packages and the ideas of a ‘Global Green New Deal’ and ‘Green Growth’ and to assess how Finland is positioned in environmental technologies. The paper reviews existing studies, analyzes global and Finnish patenting and considers the role of environmental technologies in its industrial context in Finland. The findings suggest that renewable energy is the most rapidly expanding environmental technology area, while the economic stimulus packages will play a lesser role than originally anticipated in transitions to low-carbon economies. Finland is comparatively well positioned in environmental technologies by overall levels of patenting activity. Nonetheless, Finland does not have a specific specialization profile in the area, neither a comparative advantage in renewable energy technologies as the most rapidly expanding fields globally. Environmental technologies are developed in the context of a broad range of Finnish industries whereby the application potentials of these technologies are manifold

- Evaluation of the Finnish Environmental Cluster Research Programme
The Finnish Environmental Cluster Research Programme started 1997 and was a collaborative programme that sought to provide prerequisites for developing the living environment adn for the solving and addressing key environmental problems in the coming years. The programme implementation were carried out until 2009. A consortium led by Advansis conducted the final evaluation of the research programme during 2009 and 2010. The evaluation report has been published by the Finnish Ministry of Environment in 2010 and is available at www.ymparisto.fi

In 2009, Advansis was commissioned by the Ministry of Employment and the Economy in Finland to chart and classify new approaches to facilitating innovation activities in local innovation environments, including user-driven and practice-based approaches. The study also comprised policy development work on the assessment of existing policy tools and the need for new ones.
The empirical part of the study included a survey of key persons involved in the centre of expertise programme of Finland and ten case studies of pioneering projects, such as a regional weather service Helsinki Testbed, an educational open-source project EduCOSS, and an open innovation project Nokia Technopolis Innovation Mill.
The results of the study indicate that Finland has invested on a broad front in the implementation of new, often user-driven approaches to facilitating innovation activities. The number of projects is high, their resources are considerable and they have been implemented in several sectors and fields of expertise. On the basis of the success of pioneering projects, results can be expected.
Public support and actors have played a key role in the projects. The financing tools available have been applicable at the planning, launch and implementation stages of the projects. Pioneering projects feel the need for long-term financing tools acknowledging the nature of practice-based and user-driven projects as semi-public service projects. The following policy development options should be addressed in the near future: development of a process-based financing model for tried and tested practices; promotion of service procurement; requirement for exit and utilisation plans by practitioners; and creation of incentives in support of the autonomous activity. Both the centres of excellence and pioneering projects deem the public coordination of new approaches and their utilisation important. Coordination and steering are required in order to avoid overlapping activities and to promote best practices.

Advansis was commissioned early 2009 by the Finnish Ministry of Employment and the Economy (MEE) to explore the practical link between standardisation and innovation in the Finnish companies.
The study comprised of a literature review, case studies of companies that have actively used standardisation as part of their innovation strategy and of two surveys among the managers of major technology programmes in Finland.
The report highlights the various approaches companies can have in using standardisation in their innovation strategies and reveals the significance that standardisation has for many emerging technologies and technology programmes. At the end, several suggestions are made on how to better take into account the opportunities of standardisation in innovation support.
